Waste generators remain responsible for their waste
(‘Cradle-to-Grave’) and must ensure that they and their service providers
(waste transporters & managers) are legally compliant, and able to manage waste
in an environmentally sound manner.
COMMERCIAL / TRADE WASTE COLLECTION
The Municipality provides a collection service for trade
waste generated by shops, offices and industry, with the exclusion of hazardous
or industrial waste. Trade waste is collected for a monthly fee, and bins can be
hired. The tariff will depend on the frequency of collection, which will be determined by the relevant Waste Supervisor, depending on the number of 1,100 liter Sprico bins.

These are municipal facilities where residents can drop off their garden or "bulky” household waste not collected during kerbside collection (e.g. furniture, old stoves, mattresses etc. that cannot fit into a black bag or wheelie bin).
Waste drop off facilities are formal, constructed sites with vehicle access ramps,
receiving bins/skips. All are manned and fenced. There are 18 such sites
in the NMB area. The facilities were previously referred to as Garden Refuse
Transfer Stations.
These sites are for residents only and trade waste is NOT
accepted.
OPERATING HOURS OF DROP-OFF CENTRES: 7 DAYS PER WEEK
PE area: 7h30 to 17h00
Uitenhage area: 9h00 to 17h30
Operating Hours over the Festive Season may vary - check social media pages for updates.
Accepted at drop-off centres:
- One load per day, not more than one ton
- Normal garden refuse only
- Bulky waste (household junk e.g. stoves, prams. etc.)
NOT accepted at drop-off centres:
- More than one load per day
- Branches longer than two (2) metres and tree stumps
- Builders rubble, sand and rocks
- Kitchen waste, such as food scraps
- Carcasses or anything causing a bad smell, for example household waste, health care (medical) waste or hazardous waste
- Any type of oil or liquid waste
- Commercial, trade or business waste
Builders rubble is not accepted at drop-off sites. Builders rubble (brick size and smaller) can be disposed for FREE at landfill sites and will be used as cover material.
Loads or items NOT accepted at these sites MUST be disposed of at the Arlington or Koedoeskloof Waste Disposal Sites.

LANDFILLS
Arlington and Koedoeskloof are the two operational municipal landfill sites used for the disposal of general waste in the NMBM, with the authority of the Department of Water Affairs and Forestry. Koedoeskloof has been open and operational since 1984. Arlington, the largest landfill site in the NMBM was opened in 1984 but only started receiving waste in 1987.
The Aloes landfill site is the only H:H landfill site in the NMBM area and is operated on a commercial basis by a private operator. Aloes receives hazardous waste, including cover material, solid industrial, solid hazardous, liquid, sludge liquids and sludge solid waste.
Take note of the refuse tariffs per ton at the landfill sites.
Note that Garden Waste loads under 2 tons are disposed FREE
and that Garden Waste loads that weigh more than 2 tons will be charged for the full
load (0 to total load).
CLEANSING
The Municipality ensures general cleanliness in the streets and public
spaces of the city, including beaches and the banks of stormwater canals within the NMBM. All main
roads in the municipality and high traffic secondary roads are swept manually.
This service also includes the removal of animal carcasses
on public land and roads, as well as cleansing services in respect of special events i.e. Ironman,
Splash Festival, Surf-pro.
Other tasks are as follows:
- Litter-picking
- Managing of Community-Based Cleaning entities, employed to provide litter-picking services
- Cleansing and removal of illegal dumping to 60 wards
- Litter bin provision and emptying
- Cleaning & manning of certain ablution facilities
WASTE MANAGEMENT BY-LAW ENFORCEMENT
The NMBM Waste Management By-Laws were promulgated in March 2010 and are enforced through a promulgated Fines Schedule.
What is expected from residents in terms of the Waste By-laws:
- Ensure that you use the receptacle (i.e.wheelie bin / black bags) provided to you by the Municipality to store your waste on your property, until the day of waste collection.
- It is your responsibility to take your waste out by not later than 6 am on your collection day.
- It is an offence to place your receptacle out on the day before or after your collection day (this can result in a warning or fine).
- Discarding, placing or leaving waste on any land or road other than a disposal site approved by the Municipality is AN OFFENCE (a fine of up to R2000 may be imposed for illegal dumping).
- Any delays in waste collection due to the breakdown of trucks will be communicated to the office of the respective Councillor.
- For non-collections due to breakdowns, residents are notified via loud-hailing and / or the Councillor’s office, and an alternative day of collection is advised.
- For non-collections due to Illegal strike action, residents are advised to dispose of their waste at the nearest drop-off sites (only as an interim measure).
